This study examines how the 2022 revised Korean national curriculum presents civil disobedience, with a focus on the high school subjects Integrated Social Studies and Modern Society and Ethics. It also explores the educational value of incorporating Han Yong-un’s philosophy of the March First Independence Movement as a Korean example of civil disobedience. The study analyzes curriculum standards, guidelines, and authorized textbooks and compares Western theories of civil disobedience, particularly John Rawls’s theory, with Han Yong-un’s thought.
The analysis reveals that current textbooks primarily explain civil disobedience through Western thinkers and historical examples, including Rawls, Thoreau, Gandhi, Rosa Parks, and Martin Luther King Jr. The March First Movement, however, receives little attention as an example of civil disobedience despite its constitutional significance in the Republic of Korea and its contribution to Korean democracy. The study argues that Han Yong-un’s participation in the movement embodies the essential characteristics of civil disobedience: nonviolence, publicity, acceptance of legal responsibility, and the pursuit of justice. It also interprets his thought through the Buddhist concepts of dependent origination, universality, and particularity, identifying a distinctive philosophical foundation for civil disobedience.
The study concludes that civil disobedience education should broaden its current focus on Western theories and examples to include Korea’s historical experiences and intellectual traditions in a balanced account. Incorporating Han Yong-un’s philosophy into the curriculum would address this Western orientation and help reconcile Korean historical identity with the universal values of global citizenship.

본 연구는 현행 2022 개정 교육과정의 고등학교 ‘통합사회2’와 ‘현대사회와 윤리’에서 다루는 시민불복종 교육 내용을 분석하고, 만해 한용운의 3·1만세 혁명 사상을 시민불복종 교육의 한국적 사례로 재구성하여 교육과정에 적용할 필요성을 고찰함을 목적으로 한다.
이를 위해 교육과정 성취기준과 해설, 검정 교과서의 시민불복종 관련 내용을 분석하고, 롤스를 중심으로 한 서구 시민불복종 이론과 한용운의 사상을 비교·검토하였다. 분석 결과, 현행 교과서는 시민불복종의 개념과 정당성을 주로 롤스, 소로, 간디, 로자 파크스, 마틴 루터 킹 등 서구 사상가와 해외 사례를 중심으로 서술하고 있으며, 대한민국 헌법 전문이 계승한다고 선언한 3·1운동과 한국 민주주의의 역사적 경험은 충분히 반영하지 못하고 있다.
이에 본 연구는 한용운이 주도적으로 참여한 3·1만세 혁명을 비폭력성, 공개성, 책임 감수, 정의 회복이라는 시민불복종의 핵심 요소를 구현한 역사적 실천으로 해석하고, 이를 불교에 기반한 독자적 시민불복종 사상으로 조명하였다. 또한 한용운의 시민불복종은 롤스의 체제 내 시민불복종 이론과 공통점을 지니면서도, 식민지라는 특수한 역사적 조건에서 전개되었다는 점과 불교에 기반한 인류 보편의 자유·평화·평등을 지향하는 세계시민적 관점을 띠고 있다는 점에서 차별성을 지님을 논증하였다.
시민불복종 교육은 서구 이론과 사례에 편중된 구성을 넘어 한국의 역사적 경험과 사상적 전통을 함께 포괄하는 균형적 관점에서 이루어질 필요가 있으며, 한용운의 3·1만세 혁명은 이러한 균형성을 보완하는 대표적 교육 내용으로 적극 활용될 수 있다. 이는 시민불복종 교육의 한국적 정체성과 세계시민적 보편성을 조화롭게 구현하는 데 기여할 것이다.
